If it is cold enough for the heater to be on, then check voltage at heater mat. If the wire is not hot replace thermostat. If the wire is hot but mat is not getting warm then replace it. You could wire around the thermostat if you are in a pinch. It is a good idea to have a mat and a thermostat on hand for when it gets cold outside.
