they should still be considered as a minimal risk country even with a break.

Exports are generally shut down ( 6 months to a year ) during the initial commotion caused by the 1st instance.

Interesting irony is a fair amount of BR product goes to Europe.

Granted if evidence is common place that they have NOT followed the M & B feed ban rules, then they are higher risk which shuts em off exporting.

Canada and the USA are both minimal risk, and Canada has had quite a few bse cattle.
