I know absolutely zero about goats. Just a shot in the dark: seems like for small goats that wire #2 is the one most likely to be at nose height - I would try the low tech, low cost approach and make #2 hot. If it's so dry you need a ground then make #1 (bottom wire) the ground. Just an idea. Sounds like they are stepping over #1 and not deterred by #2 as a ground wire. Or even better add an additional 14 ga steel hot wire on 5" standoffs at kid nose height on the inside of the fence to keep them back. If they get used to being able to go through you may have trouble training them to respect electric fences. I find with calves the key is to have the hottest wire right at nose height. Good luck.
