I would think it would grow back. I've had some rub it with their feet (yes they reached around and rubbed it around) and hair grew back - especially when the cattle are getting a little fuzzy from cold weather the odds are a little better. I have gone to using the dehorning iron - easier to do rather than trimming hair and rubbing paste on.
