Subject: SUMMARY

In 1972 all USSR Coarse grains were affected. Sugar Beets as well. Rapeseed. I understand their sunseed crop is very good.

The set up was a bit different as the Sukhovi wind hit a bit earlier than this year.

Typically, in a country such as any of the FSU countries, Politicians are behind the curve.

What we DO NOT KNOW, AND MAYBE NEVER WILL KNOW, DID THE PRESSURE FOR AN EMBARGO ORIGINATE WITH THE GRAIN TRADE? ARE THEY OVERSOLD?? THAT IS THE PRIMARY ISSUE. IF NOT, IT PRESENT AN ENTIRELY DIFFERENT SET OF ALTERNATIVES.

IF SEVERAL EXPORTERS, USA OR EUROPEAN, ARE OVERSOLD...IT IS SERIOUS....would have ripple effects for years.

However, at this time, none of us know and perhaps never will know. The process of declaring an embargo on an international setting is a serious matter. Again, the issue, did the request for the embargo originate from the grain trade OR POLITICIANS?

2010 is going to be a wild ride...maybe 2011 as well. As I suggested a few days ago..."women & children to the basement."
