#1) A good mineral/salt program with high levels of iodine added (organic iodide) will go a long way in prevention for most operations. Many just use a high-boot/trace mineral salt and have no problems.
#2) If cattle are running in bush or recent clearings, foot rot can target any animal, no matter how perfect their feet are. It only takes a crack or small cut in the heal or between the claws, for it to reek havoc. Cattle in drought pastures are also highly susceptible through the heavy cracking in their heals.
I wouldn't worry about vaccinating the cowherd, but I don't relish the thought of sticking needles in a 2500 lb bull at any time, let alone when it could have been prevented.
