If I am viewing a web page like this one or using an Excel spreadsheet, my up and down scrolling is "jumpy" How do I get the smooth scroll back?

I have been to control panel: mouse:

I also looked in Internet options: Browsing: use smooth scroll. I tried it with "smooth scroll" on and off. Both ways it works the same. I made sure I clicked apply betwen chnges also.
