Rawlins County Kansas | Sorry I can't answer your Summit question. I have found that the absolute best raster/image handling program (that's cheap) is GlobalMapper. You can crop, re-project and export to a ton of formats including GeoTiff. I use it extensively to bring in DOQQ's as well as each year's FSA NAIP data. It handles about any input format I have thrown at it including really old formats like BIL or BSQ and even very new formats such as MrSid. Very user friendly. I can even export raster/image files as point files which is sweet when dealing with raster based, non-imagery style data such as the PRISM 4km rainfall dataset.
