It's true, BUT. The oil in the Bakken is there IF you can afford to get it out. It is in a very tight formation where it is hard to extract. Only new drilling technology has allowed recovering the stuff IE drilling two miles down then two miles sideways, then "cracking" the formation with high pressure water. Very expensive way to recover oil. When crude oil was at $100 plus, all the rigs were working. Since the price of oil fell most rigs are parked.
The oil is there if your willing to pay the price to recover it. The process MAY get cheaper in time.
