| That's an Amphicar, built in Germany in the 1960's.

Despite their age and a reputation for rusting out ( YIKES !!! ), many of the cars are still road/seaworthy today. Proportionally, far more are still running then say a Corvair of the period. So, not particulary rare. They have a large owner's club in the states.

Great for fishing, but not easy to move around inside with fishing rods with car-type seats. However, the prospect of driving out of the garage and going down the launch ramp and into the lake non-stop is very attractive to the weekend fisherman with limited time. No frigging around hitching up trailer, backing up, unwinching, tieing up boat then going back to park truck, then reversing it all when going home. No lineups at the ramp, either, you just zip in or out in seconds inbetween other people.
