You have to have the remote dealer (the out of state gun shop from which you purchased them) send them to an FFL holder in your state. To do this the sending dealer must have a copy of the local dealers FFL license. This is a common practice and most gun shops will send the FFL for you (via fax is most common) and do the transfer the form 4473 for a small fee per firearm (usually around 20$). Some gun clubs will do it for free if you are a member.

Try this for your other questions: http://www.ar15.com/forums/topic.html?b=3&f=118&t=306487

One of the great thing about the AR is you can spend as little, around 600$, to as much as...well I have one that is worth.... a ton. From a very short pistol caliber (great fun for hunting rabbits!) to 20"+ heavy barrel with big glass for those pesky coyotes). Anything under 16" barrel length requires a registered lower receiver (a bit of a pain to do) about 2-6 months wait to process, 200$ fee and you have to have the receiver engraved with your name, address).

There are at least 20 different manufactures for upper and lower receiver assemblies that range from cheap to very pricey. In general you get what you pay for.

If you want to keep costs reasonable and get something that you can pick up at most local gun shops Rock River and Bushmaster are both fine guns. I am not recommending either they just happen to be a quality mid range AR that have a lot of local resalers in most states.

If you want to know more you can ask here or try the AR15.com forums (keep in mind that site is huge with a large group of people who have never really used the guns they own so take what they say with a grain of salt). AR15s have sort of "barbie dolls for men" thing going on right now, lots of useless fancy do-dads you can hang on one, basically dress it up and take pictures to show off on gun forums or model at the local shooting range. But for god sake don't shoot it, you might scratch the finish!. What I am trying to say is there are a couple smart guys over there and about a billion idiots.
