Think of it as a Cartesian coordinate -- (X,Y) pair. Longitude is the X-axis; latitude is the Y-axis. I forget now which way Google wanted it but you always have to check forms for their format. Some want a "-" for west longitude, others have a W/E option, etc. In some fields, the custom is for all longitude to be East. IOW, 90W is given as 270E. Works for me...but it never gained wide acceptance.
