You may be confusing the spruce grouse with the prairie sage grouse, which is protected. The prairie sage grouse is at the fringe of its range in Canada, but our government in all its wisdom has declared it endangered. It's not endangered in most of it's range, but at its fringe, its population is waning at times, thus the protection.

It's the same story with cariboo, but don't get me started. I used to be an environmental scientist.
