Are you running RTK or some other paid signal?
My first thought is to look for a Deere SF3000, 6000 or 7000, get an implement mast and wiring harness and just use the implement receiver. It would be more accurate and simpler to solve in my view. Maybe a CNH pro can help you, but the issues you list seem to be a common problem with CNH GPS on planters. Ever since I switched to Deere, these problems have stopped.
