The floating wheel hinge is essential, it allows that wheel frame to follow the ground and drive the entire setup. On my 7000, the axle that the single cylinder worked against is bent and in slightly varying surface conditions 1 or more of the wheels could be off the ground for very short distances. This was particularly bad if I only used 2 wheels to drive the planter. I have the bracket in question mounted 2 inches left of the frame lift lock. I pulled the entire drive shaft that was driven by the wheels and that eliminated the clutch altogether (not needed with the wheel drive)
