How are they plumbed?

Only way I can see them working is if they’re connected in rephasing/series arrangement.

That means one hose from tractor in at the base of the cylinder with two hoses, a hose out of rod/gland end of that first cylinder running across to base of second cylinder. Vent plug in gland/rod end of second cylinder.

Your second cylinder may have a leaking piston seal or it may just be the same rephasing type as the first cylinder and it’s just going to bypass some oil and any air at full extension.

If it’s a single hose setup connected in series as described, you could take out vent plug and connect a hose to run back to a case drain outlet (inlet really) on the tractor. That would both keep the cylinder clean, dry and lubricated inside and catch the leakage that you’re losing now. Leakage may increase over time and require repacking cylinder but who knows how long that will take. A new hose isn’t cheap but could pay for itself pretty quickly if you’re needing to run when the leakage gets worse one day. You won’t be losing any oil anyway.

If it’s a two hose arrangement and the cylinders are double acting, probably need two new pressure relief valves so the cylinders have a sort of emergency break-away capability. Maybe a previous owner had one leaking and replaced it with a plug. Your mileage will vary as to whether you could just install a second plug!
