I think your primer is not working. We have probably 12, 13.5L engines at work in loaders and crushers. We do a lot of recreational maintenance which results in around 60 sets of fuel filters a year. I've never had trouble starting one that I can remember.
What is the trick to priming fuel filters on 13.5L?
