Here is a fungicide efficacy chart, that I find to be quite useful.   Not sure what wheat diseases your area has to contend with, so I probably shouldn't try to hazard a guess as to what fungicide would be a good choice.

For what it's worth.... we plan to use QuiltXcel on our wheat at flag leaf.   It has a "VG" or "E" rating for every disease we contend with... with the exception of Head Scab.   And relative to other fungicides.... it's reasonably priced.   Plan is to use Prosaro Pro at flowering for Head Scab control.
