I think you'll have trouble getting that rate in one pass with black plates. I planted oats last week with the same planter sprockets at 24/27 blue plates and dropped about 40 lbs per pass of kind of dirty 35lb/bu oats. Double planted to get to narrower spacing. I tried moving the sprockets to 28/24 and the rate didn't increase very much.
Kinze cover plate rates?
