I work in Sioux City for a bigger land surveying company and do work in Iowa and Nebraska also-
In Iowa - it is still very common to do the descriptions as you escribe. and a lot of land splits are done that way
In South Dakota though, metes and bounds descriptions are banned - and have been for over 50 years - So in South dakota if you want a funny shaped parcel out of a section it must be platted and given a name - Actually the process goes easier and faster to split a parcel in South Dakota then it does in Iowa
