Absolutely, you can lift concrete with foam jacking easily. Have to use the right window and door foam, and/or apply so it has room to expand, then a next layer that still has room to expand.

The grout would be kinda tricky with the foam already there, like you'd move the stress as the foam will continue to flex but the grout won't. I'd probably go with your plan. Or maybe pour soupy grout to within an inch of the shower base, let it harden, then fill the foam from the outside in, in rings to leave room to expand, with the last bit having just the holes to expand out of, but a little weight on top will keep it flat. Or even use silicone caulk for the last inch or half inch?
