Kansas | Appears to be an oval gear meter which is volumetric. I built something similar to that with an oval gear meter 5 years ago or so and have run about 80000 gallon through it with great results. I have had the chance to check what I metered vs a full years inventory on several products and have always been pleasantly surprised by the accuracy. An oval gear meter with 5 or 6 manual valves obviously isn't automated but I think its hard to beat for cost, simplicity and accuracy.
