I've thought about something like a Riteway rolling harrow. I'd imagine it would do well in high residue.

I would also be curious to try a Schulte disc harrow. Seems like a good low disturbance tool.

A Vaderstad CrossCutter also looks intriguing for thorough shallow tillage.

Overall, I have similar desires as you. First spring pass to take out cover crop or work down residue, followed by a shallower pass a week to 10 days later right in front of the planter.
