You have a broken shank? I might be tempted to cut/drill one hole. Put short bolt in top/thru new hole, longer bolt thru new shovel, both shanks, and normal bolt shovel to bottom hole. I might be tempted to weld edges slightly.
Of course newer, longer shovels might be enough. Maybe weld hard surface on?
