Subject: Diagnose starter issue on sprayer - Miller 2200

Central Iowa
Have a Miller 2200 that won't start after sitting over winter. We have had some problems in the past with the circuit board(specifically the ignition fuse holder but believe i have ruled that out). We are able to start it by jumping the solenoid so know that is not a starter/battery issue. So I'm not getting power to the solenoid on the starter. So, i need some help understanding the ignition/starter relays to see if thats the next issue. Think it could be a couple things--bad relay, pinched wire, safety switch (neutural switch) not properly working or board bad.

See pics below --

There are two relays and I'll try to describe them

On the right -
Right side is 12 volt battery
Middle white wire is labeled ignition
Left side 12 volt switch

On the Left -
Right appears to go to solenoid
Middle is labeled start fuel
Left is 12 Volt Battery

With ignition off, I get 12 volt battery power on the right side. When ignition is turned on I then get power on the 12 volt switch. and can hear the relay click.

Looking at the left hand relay i'm not getting anything with the switch in off or the start position. Simliar to the right side, I'm thinking I should be getting power at the left hand side labeled 12 volt battery with key in the off position correct? Power should be there all the time?

Any insight is appreciated.

I've also included pic of the circuit board as well.
