| Technology and the size of the world compared to current population will push the trend. How does a growing population benefit anyone or at the least the political class? You dont need a hard 1 child policy like china did just make having a kid expensive promote birth control abortion etc. etc.
100 years ago a nations strength was measured in how large of a army it could muster and how many could work the fields and factories. Technology changes this, more people beyond a certain number are just more mouths to feed and potential trouble makers.
