as long as the seeds didn't dry out completely, just add more water and place in a plastic bag.
that said, both onions and carrots have relatively short seed viability.
In my experience, onion seed viability drops off dramatically after 1 year and carrot seeds are mostly dead after 2-3 years.
Unless the seeds were special varieties that are hard to come by, I recommend that you buy new seed.
