Going from 2 bathrooms and one kitchen a floor to 20+ would definitely require both plumbing and electrical upgrades. Knowing the cost of a bathroom remodel in rural IL, I can see how adding those rooms would add up quick, not to mention the infrastructure upgrades needed.
But I personally think apartments would be a great use for those big empty buildings. Certainly not going to turn them into warehouses.
