I have some feedlot panels built like that out of 2" 14 gauge tube, welded and angle iron on the end and screwed that to the post, I also welded the joints together, if you do that leave the bottom unwelded so water can drain out and if you do both ends leave one joint in the middle not welded so that they can expand contract with temperature changes with out stressing things.
Questions about continuous fence?
