Cities say this is for public safety? If true, they would post a huge sign saying the cameras are there so outsiders passing through heed the warning.
Why do patrol police need to verify your license, name , registration, and signature to support a traffic ticket? But a camera just needs a picture of your license plate to have irrefutable proof of breaking the law.
