If you want to build some thing to pulse the chemicals with the seed look at patent 6,938,564 by Amvac. It has been tested by farmers and ISU and Purdue and proven to cut the rate by over 50%. This patent is all mechanical and has been farmer used and tested. Amvac has several electronic patents that did not go into production.
