Grain is probably the best thing early. It’ll stimulate rumen development faster than forage. I think for two reasons, calf will eat more of it earlier and the grain readily digests in the stomach and gut until and while some accumulated in the underdeveloped pouch that develops into the rumen and ferments to vfa’s that actually stimulate the rumen lining to develop.

That being said, if a calf has access to anything, they’re going to eat some of it, so if there’s any forage/straw/trees/boards/dirt/vehicles available they are going to have some in their stomachs.
