Are you certain the receiver has the RTK unlock on it? If it still only had a WAAS or TerraStar level unlock on it, it would be using the correction data for DGPS corrections only, and would have the accuracy you describe.

The 7500 should go to fixed RTK somewhere between 5-30 seconds after it starts receiving correction data.

The receiver is probably outputting GGA sentences to the display. Within the GGA sentence are two fields that are interesting to watch - correction age and correction station ID. The station ID should change shortly after you start streaming correction data. The correction age will normally be in the 0-2 second range when getting RTK correction data. The correction age will be non existent if there is no correction source. If you're on WAAS it will be 4-9 seconds. On TerraStar it runs around 3-18 seconds.
