Subject: Low spot and tile

Central MN
I have about a 3.5 acre low/wet spot in a field. Not classified as a wetland. Bale meadow hay off it. No outlet to tile, would come out into or under the river. The natural flow to the river is getting blocked up in the neighbors crp. They told me to clean the so called ditch out to get the water moving. I’ve also noticed though, that blockage is helping keep the river water from coming back into my field if the rains were heavy up river. So could I tile the edge of the field/meadow, pump water out to maintain the water level/wetness of the meadow and to make the field edge farmable the same time as the rest of the field?
