Have the same issue now an then.I keep a can of spray lube in tool box.The spring return on the right side and the bearing there and the one beneath the fert drives(its hidden quite well) need to be sprayed with penetrant .I have an old vice grip on the outside right end thats a permanent fixture there.The dust/fert get into those bearings,,squirt it and jerk that vice grip a few times,simulated cycling planter up and down a lot.Good to go for maybe a season.I start planting in April ,finish in sept,,so I cant easily clean and put away after a use.I did change that weak return spring years ago. A vice grip committed suicide over the years and just replaced that,,set it so the weight of the vice grip helps advance the hex shaft to neutral.
