They might be more difficult to tune, but I wouldn't flat out say they cannot be tuned. There aren't huge difference in either the engines, emissions, or electronics packages between EPA13 and EPA17.
Well, I have a 2015 and 2016 truck with Paccar, as well as a 2019 and 2020 Pete with paccars. I Cummins swapped the 2020 Pete that had a paccar due to emission unreliability.
How many MX13 engines do you have?
