Is this as simple as turning off the power to the pump and open a hydrant outside to bleed pressure off? And if gauge doesn't show zero then I have a tank problem?

After messing with it some more the pump is continuing to run with all hydrants closed and 33 is all I can get out of it.

Does this mean pump problem I assume or tank problem?
