dry Ammonium Sulfate or ATS needs to be applied closer to when plants need the S as in side dress
Early spring Application of S in sulfate form will loose too much

Will you lose it even if you incorporate AMS within a few weeks?

This might be one of those controversial items like spreading DAP in the fall. Is the N from the DAP still there for the crop to use 6 months after over-wintering when you plant?

I agree Ron
rainfall, soil types, slope, temp, probably multitude of climate (area) variables that will dictate what works this year or may work next year
Not much different than the Fall apply to side dress when to apply Nitrogen and in what form N questions
Or your N in DAP point

the OP's question when is the best time to apply elemental S -- I would take a shot in the dark type answer-- Fall so it can break down to Sulfate
as I understand S behaves similar to N --SO the question will then be will the S still be available in July-- 9 months later?
