I would start with just a wired 8 channel dvr system there's a ton on Amazon under $200. We caught a theif with ours. It will record on the dvr, and then if you do get internet one day you can link it to your phone on an app. But you don't have to have internet. I set ours up with an old computer monitor as a screen. Only thing is if they find the dvr and take it your sol.
