There's some info on Wikipedia you might find useful. Not sure it's all exactly right, but it's a general overview of the StarFire network.

As you'll read there, there is the expectation a sigma level of accuracy and a time period. Thus the variance for any signal level, but especially SF1. My belief is large changes in barometric pressure also causes shifts in accuracy.
