A good power supply is important if he's getting serious.
There are lots of electrical components that could supply a charge that could kill you. Batteries, Capacitors, Inductors, wiring a step down transformer backwards, etc. Now saying that, low voltage electronics is a very safe hobby.
If your kid is smart enough to wire and program a project using an arduino clone they are smart enough to understand the things required to be safe.
