I show 47% on  a 8gb laptop running windows pro with wslg, firefox and powertoys open. Check your startup apps. Windows 11 runs edge at startup in the background by default.. Likely a good deal of bloatware loading at boot and running in the background. 8gb is more than adequate for the typical user if configured properly
