Kettle Moraine, WI
It's a little of everything. Hopefully only a 1 year tumble. Get some higher draft picks that hit and regrouping can happen.

Head coach- 3 consecutive 13 win years has clout. This year of mediocracy given loss of talent and injuries is a reason but MLF knows he is being watched closer for performance. I can see a coordinator change of at least 1.

General Manager- Some good moves, but poor draft classes explode the draft and develop strategy. Redlining the salary cap issue is caused by poor drafts as much as paying divas.

President- he brought some good people, but he isn't rocking the boat to jeopardize his paycheck for the 2 years or so to mandated retirement. GM and HC answer separately to him. What can they do if they get a "don't rock the boat" answer all the time.

The ownership structure (or lack of an owner) makes the system slower moving. The 70s and 80s were slow moving for worse and 90s, 00s, and 10s were slow moving for good. The only fast move was Ray Rhodes' 1 and done year as head coach. Answering to board of directors who themselves don't want to rock the boat really slows things. Coasting til you're 70 as an exec or board member is easy to keep making money while occupying space someone else may come in and want change. Unlike dealing with a billionaire owner, as long as you try is good enough versus results oriented economics.

The last 2 quarterbacks make it apparent their mood predicts outcomes as much as anything. 2 HOF talents that march to their own tune. The last year of mcarthy, Rodgers didn't seem to want to be there or listen to him and Rodgers' tanking got the change he needed. I suspect a lot of conversations in mcarthy's last year's in board calls was "well 7 years ago he did win a super bowl" in the same time the game had changed faster than the coach.
