Tile, High calcium lime, strip till/band P and K as much as possible..... Also look for some sort of manure or bio solid to start building your soil back up. I wouldn't try to build that soil on commercial fertilizer on today's prices. Band nutrients and use alternative fertilizer until the commercial fertilizer is cost effective again.
