All the belts should be measured out to be the same length. At factory book length. There's not a good way to know if the other belt you're taking off is the right length without knowing factory length. The factory length changes whether you have netwrap or not on the baler I think.
If you resize all the belts to the shortest belt length and you'll then have the bales made slightly smaller to not blow the belts apart. Have you tried switching the location of the belt and seeing if that changes anything yet? That would be the best thing to do. You can also push on the back of the belts and see if anything is tighter than the others and put your tightest ones in the center in the looser ones on the outside.
It honestly sounds like you got a twist in the belt and it's getting caught on a belt guide and roller to get the curve effect on the belt. Possibly a double twist or something like that.
