I used to have plenty of horsetail here. There's nothing you can do with them in soybeans. You can hurt them to some extent with clomazone products. However, they will outgrow and feel good in 3-3 weeks time.
Corn is another story. This your chance to set them back. A combination of MCPA and dicamba will burn them. Probably, it won't kill horsetail forever but it will rule them out of this season`s yield equation and help to eradicate these patches. You can also go with 2,4D + dicamba in a tankmix but it will work less efficiently. Of course, take care of corn growth stage and don't go beyond V4 or even V3.
After you burned the horsetail vegetation above the ground, make a pass with a deep ripper. That will help to exhaust the reserves of horsetail roots. It doesn't guarantee that you won't see it ever again before you eliminate the key cause why it grows there. But, it will help to control its population at least.
