You have zero options unless you have another supplier very, very close by.
I have only known 1 place in my life that had 2 different electric suppliers on the same corner of their property. They were on the expensive companies power line and wanted to switch. Because switching was basically equal to a rate change, all rate changes had to be approved by the Public utilities Comission, they had to get permission from PUC first, then pay to have the new line brought in. Quickly figured it wasn't going to be worth the effort.
FWIW, I'm 39 and never seen electricity under 10 cent/KW. I'm currently at .12/KW and would gladly pay 20 if I had to. For the gains electricity has made in modern humans lives, it's still WAY too cheap.
The rate change is effective for summer months only, June - Sept.
The nice lady at Ameren customer service directed me to the following website: https://pluginillinois.org/ which lists the retail electric options in Illinois.

The way I understand, the utility company still gets the "delivery charge" but the consumer is able to purchase the "electric supply" from other companies.
