If all else fails, use muriatic acid. It is in the concrete area of Menard's, Home Depot, etc. It's not very expensive. But BE CAREFUL, it is some powerful stuff. It can etch the concrete and remove some of the portland cement if to strong. And absolutely do not use aluminum to do this.

If you have any friends in the concrete business, talk to them. They will probably have experience in this.

And yeah, I would make this jerk come into the PO from now on.

Acids are not effective at removing oils and grease. You're right about the damage to concrete though.
