If it does have raw fuel coming out of the exhaust, it could be a split tip or dropped a tip on an injector. Coppers usually have fuel coming out of the rad. cap as the fule psi is higher than the coolant psi till shut off and then coolant in the fuel tank when you shut it off. Or might be something in the gov. causing the rack to be stuck.
