The two hump pieces of metal are not over centering the way they should. It appears from you photo, the strap that moves is on the top ? I'm not sure on your drill, but if you mess with the strap and half bump (loren's term) - (looks like the left half) you will find where the adjustment needs to be. Take the strap loose and work it by hand, to see what's happening . . . .
